cant assign privs to composite group

When I try to assign an "admin" group privileges to view a composite group using the New UI, I get the message "Note: you cannot add members to a composite group. You can add members to one of the factors. Click more to see composite information."

This would make sense to me if I was on the "Members" tab, but I am on the "Privileges" tab.

Is this expected behavior?
