ERROR: relation "grouper_types_legacy" does not exist

    Description

      Hello,

      i have some errors in the grouper database log about the table used to migrate legacy attributes :

      ERROR: relation "grouper_types_legacy" does not exist at character 22
      		 
      STATEMENT: select count(*) from grouper_types_legacy

      After some diging, it came from the startup method in GrouperStartup.java : https://github.com/Internet2/grouper/blob/master/grouper/src/grouper/edu/internet2/middleware/grouper/misc/GrouperStartup.java#L333

      To avoid "useless noise" in the log, is it possible to skip this verification ?
