thread to check the scheduler check daemon

If the scheduler check daemon checks the daemon schedules, what checks that it is running?    I think ours has not been running, along with other daemons.  how can we bootstrap this?  Maybe a thread that makes sure the scheduler check daemon has been running. run it if not having been run in a while...
