Bring the Google Apps Provisioners test environment and dependencies current

The Google Apps Provisioner uses old dependencies (like Grouper 2.3.0) and uses Unicon's old Grouper Docker image for testing. Both can and should be brought current (prior to other updates that I'm working on being completed).
