Adding Groups does not add new group to selectedGroups

User (Oliver Trieu) reports an issue with groups where they are sometimes not being deleted after creation.  It looks like the possible issue is around groups not being added to selectedGroups explicitly upon creation, but only through unrelated events with other groups under the provisioner's purview or a service restart.
