You do have to follow some guidelines if you want to make refactoring possible / Easy; You really need policy groups separate from reference groups from basis

For best results, only expose policy groups, and only to the apps that need them; If you have exposed other (non-policy) groups publicly, they have become de facto policy groups that may complicate refactoring
