Lose ability to select privileges when assigning privileges after browsing

After viewing subjects with a particular privilege for a group and then selecting to assign privileges and then browsing, selecting a group and clicking the submit button, only Member was available as a checkbox.

On investigation it turns out PopulateAssignNewMembersAction does not make a UIGroupPrivilegeResolver available
