grouper readonly admins cant filter where groups are used

Hi all, we've seen a curious error when a read-only admin uses the "This group's memberships in other groups" option in the UI. After clicking "this group's memberships in other groups' he user isn't allowed to go to the next page or filter the results of that page. Instead, they get an error that states, "Error: not allowed to update memberships in group: <GROUP_NAME>"

The user in question is part of a group set in groups.wheel.readonly.group

No exceptions are logged. I'll create a Jira for this if it's a legitimate bug (and not just me missing something simple)
