add type for "intermediate"

templates need to take these into account (if policy, it asks about ad hoc), then should assign to group
On policy template add indented item under the group that gets the new "type", and ask if should add that type to the group similar to how it already asks for adding types to groups
No need for a checkbox for the require groups since there is no line about the new require group, but do add the intermediate type to those
adhoc does have data owner and member description, but intermediate does not

if we auto-assign types, we could look for the policy template (that already has been run), and include/exclude and require groups:
Only show 2k groups (configurable) on page (no pagination necessary), show a message there are more
There should be a "select all" checkbox
if system name of group ends in _adhoc, then suggest type as adhoc
if system name ends in _allow or _deny, then suggest type as intermediate
if system name contains preRequire , then suggest intermediate
if system name ends in "_excludes" is intermediate
if system name ends in "_includes" is intermediate
if system name ends in "_systemOfRecordAndIncludes" is intermediate
if system name ends in "_systemOfRecord" is intermediate
