grouper diagnostics default failure interval does not take into account daily jobs that fail once and cant catch up

This is now in the grouper-loader.properties as configurable, and the default is a little over two days instead of a little over one day:

#this is 52 hours... 48 for 2 days, and 4 more for the job to run. So if the warehouse is down for updates,
#then the daily job will not give an error
