add rule to implement lifelong membership in a group (members are members forever)

There is a need for a loader-based group to make a group of a certain type of faculty.
but as faculty members get removed from the faculty group, they should still be in the overall group.
Note: there is no need to have a daemon, at this point, though at some point to get it bootstrapped would be nice.
