Modal Impairs Creation of Metadata Source

Description
"Save your information" modal displays when user clicks URL/Upload or Copy button then goes to finish later then tries to add a new source.
 
Steps

1. Log into UI
2. Click 'Add New' and select Metadata Source
3. Enter Source Provider Name and Entity ID
4. Click URL/Upload, OR Copy button
5. On the modal that opens, click 'Finish Later'
6. Click 'Add New' and select Metadata Source
7. Click 'Next'. From now on, each time you click 'Next' you see the modal

What is occurring
The "Save your information" modal displays and forces user to click 'Finish Later' or 'Cancel' before allowing user to continue to next pages
