Resuming editing a metadata source is not possible; incomplete sources are not displayed

Scenario: Resuming editing an incomplete metadata source is not possible because the incomplete source never appears on the dashboard

Browser(s): Safari (all?)

1. Login as an admin
2. Begin creating a new metadata source
3. After partially completing the form, attempt to navigate back to the desktop
4. On the "Save your information" prompt, click "Finish Later"

Expected result: The incomplete metadata source should be listed in the dashboard
Actual result: The incomplete metadata source is not present
