Provider Names: On initial creation, no red warning text appears if the name is not unique or empty

When creating any Metadata Provider type, on the initial view of the name and provider type, if the name is a duplicate or it is deleted after first having some text entered, the name field will outline in red but no alert text will be displayed. Note that this does not happen if the user advances to the next part of the wizard and then returns back to the first step; alert text displays fine for the name then.
