Clicking the Filter List link in the provider edit view can result in a blank page

Steps to reproduce:

1. Login as an admin
2. Create a HTTP-type provider, save
3. Edit the provider such that there is more than one version
4. Click in to the provider
5. Click Version History
6. Click Restore on a version
7. Click Filter List
8. Agree to discard changes on the modal

Expected result: The filter list link should NOT be displayed when restoring a version of a provider
Actual result: A blank page of content is displayed between the usual ShibUI header and footer.
