Description
These updates will allow the ShibIdP UI to work with the Shib IDP v4.{}{}
With that said, there will be lots of enhancements in Shib v4 that can NOT be done in ShibUI as it is today. (possible future enhancements to come), but updating to use the current v4 libraries is the appropriate first step
