Filter sorting doesn't work after deleting a filter

Scenario:

1. Create a metadata provider.
2. Go to the configuration screen for the metadata provider created in step 1.
3. Add five filters to the metadata provider.
4. Click the up and down arrows to change the order of the filters.
5. Click on one of the filters to expand it.
6. Click the Delete link.
7. Click the Delete button.
8. Click the up and down arrows to change the order of the filters.

Issue: The order of the filter do not change.

9. Enable or disable a filer.

Behavior: The order of the filters are updated.
