A11y: Info buttons are not read

Description
When using a screenreader, the text popovers are displayed when the info icon is engaged, but the screenreader does not read the info.
 
Steps

1. Log into UI
2. Click to 'Add new provider
3. Move through the application to the User Interface/MDUI Information page
4. With the screenreader on, use tab navigation to navigate to the information icon and engage with it.
    
   The behavior for the popovers could be improved. What I encounter now is:

1. Tab to info button for 'Information URL'
2. Screenreader reads "Information icon - press spacebar to read additional information for this form field, group

Scenario - Will read if:

• In step 2 above you press the spacebar BEFORE the screenreader finishes reading the text.
• Screenreader reads "The IdP information URL is...., You are currently on a group."

Scenario - Won't read popover if:

1. In step 2 above, if you let the screen reader finish reading that info, it then reads "You are currently in a group." and when you hit the spacebar, the popover displays, but the screenreader will not read it.
