Metadata Filter/Source version number changing without changes to entities

Description
The version number of a metadata source or filter will change each time it is accessed, whether or not changes are made.
 
Steps

1. Log into UI
2. Open dev tools to the Network tab
3. Select the edit button for a source or filter
4. Check the dev results for the version number
5. Do not edit the item or save. Go back to Manage Sources page and select edit button for same ite

What is occurring:

The version number is different even though there were no changes made.
 
What is expected

The version number will only change if changes are saved to the item.
