Update layout of User Menu icons

    Description

      With the exception of the primary upper-right user menu icon (which sits to the right of the user name), all icons that are associated with links should be placed to the left of the link text.

      Update this in the user menu, in particular, and ensure this convention is noted in the Registry PE Style Guide.
