Procedures for Local Plugins

The use of autoloading makes Cake 4 plugin management more complex. Specifically, site specifically plugins can no longer just be dropped into a local directory. By default, "cake bake" will update the composer.json autoload paths when a new plugin is created, but this approach won't work for local plugins.
