      1. Reprovision All
        1. By default, call Singleton manual provisioning for all records (via Job Plugin)
        2. Provisioners can set a flag indicating support for PaginatedSqlIterator (or equivalent)
          1. Is this push, where the plugin provides an accumulator function or pull where the plugin calls a wrapper to PaginatedSqlIterator that also prepares the provisioning data bundle?
          2. LdapProvisioner could use this to build an LDIF file (if enabled in the config, else default to Singleton)
          3. FileProvisioner could implement this as an example
      2. Reconcile (RFE)
        1. Driven by plugin (and again run via Job Command), which provides all Provisioning Keys (CFM-285) it knows about and gets attribute bundles as a return
        2. Once complete, core code provides a set of keys that were not asked for (new records)
