People Picker Landing Page

Various v4 operation involve selecting a person or people from a list, often (but not always) generated via the CO Person index:

• Enrollment Flows that link to an existing Person (eg: Additional Role Enrollment)
• Person Link/Relink
• Bulk add-to-Group

Create a landing page (eg: /people/picker) that can accept hints as to why it is being called, and automatically render an interface suitable to the population. eg: For smaller populations, perhaps simply render the full population with checkboxes or select buttons. For larger populations, use the People Picker to dynamically add people to the set to be managed. Maybe even allow selection via criteria (valid_through is in the past OR status is expired).

The results of this selection would be dependent on the called mode, eg the page might re-enter an enrollment flow or bulk action.
