Revert to gear drop-down menu when page-level actions exceed a certain count

The actions attached to a specific page render to the right of the page title when they exist. On mobile, these are rendered in an "Actions" drop-down menu with a gear icon. On desktop, that drop-down list is converted to a plain, horizontal listing.

We already count the number of actions and place this in a class on the menu. Decide on the number of actions which will cause the menu to remain as a drop-down menu. Four or five actions should be the maximum that appear in the horizontal listing, and the menu should otherwise remain as a drop-down. Note that this implies that a new class should be placed on the menu for when the number of items is from one to the max count, and the conversion to the horizontal menu should only occur when that class is present.
