Enable Changelog for CoTermsAndConditions

If T&C are agreed to, the agreement should be linked to the T&C as it existed at the time. (At least the URL, etc, since T&C don't directly capture the actual T&C document.) Using ChangelogBehavior would allow for this, possibly with the addition of a UI element that "this T&C has changed since originally agreed to", similar to enrollment flow attributes.
