Support /local to Enable Changelog Provisioner

The ChangelogProvisioner is disabled by default. To enable requires changing the plugin type, but this will get overwritten in an upgrade. Instead, the perhaps use some flag in /local to enable the plugin. (This might require some dynamic evaluation since the plugin type is a semi-static variable.)
