Delete Cascades to History Records

CO Person, Org Identity, CO Person Role, and CO Groups are all Changelog enabled, however HistoryRecord is not. When one of the above are deleted, a soft delete is executed. However the delete cascades to HistoryRecord, which gets a hard delete.

Either remove the cascade directive, or switch HistoryRecord to a soft delete (changelog enable? only really need the deleted column...)
