Allow for global skin overrides

    Description

      A stub exists in AppController that would allow for platform-wide custom skinning. Build this out so that non-deployers may theme the unauthenticated and global (platform-level) pages. Settings would include a global header, footer, and CSS along with a few switches to hide several default UI components.
