Configuration Submenu Getting Long

The configuration menu in the sidebar is getting long with the number of configuration options (~22 in 3.1.0). Consider making a configuration landing page (instead of relying on menus), using a list or cards to render each configuration option (possibly with a sentence or two describing the configuration).
