Redirect on Finalize

Enrollment Flows should offer an option for "redirect on finalize".

Note that when confirmation is required but not approval, redirect on confirmation actually happens after provisioning, so this option would be mutually incompatible with such a configuration. (There is special logic in dispatch to handle this.) Furthermore, when approval is required, this configuration would apply to the approver, not the petitioner or enrollee.

Alternately, redirect on confirmation could become "redirect on confirmation or finalization", depending on whether or not confirmation is required (since in either case it is the last interaction opportunity with the petitioner or enrollee).
