Petition Specific Redirect on Finalize

Enrollment Flows should accept a parameter at the start URL (eg: /co_petitions/start/coef:32?return=http://foobar) that is stored in the petition and used as redirect_on_finalize when the petition is completed. The URL maybe subject to a whitelist.
