Audit log features

There is a use case for having clear audit logs for various entities in the COmanage data model. There is a clear log wrt petitioning/enrollment, but most of the other data entities rely on a created/modified field and do not retain historic information.

There are various implementation options for this and it is unclear atm what would be wisest.
