Use Mailing Lists For Notifications

If a mailing list is attached to a CO Group and that group is used for Notifications (of particular interest for Announcements, but maybe for Enrollment Flows), send the notification to the mailing list rather than each individual member of the group. (This will also help with scaling for groups with large numbers of members.)
