cannot modify Service Identifier Type when Short Label is present

An existing service has Service Identifier Type set to 'Virtual IdP ePPN' and Short Label set to 'vidp'. Editing the service, changing Service Identifier Type to 'Virtual IdP ePTID' and then clicking "SAVE" results in the error 'The label "vidp" is already in use'.
