Outstanding Invitation Can Restore Status

If a person is deleted but there is an invite outstanding, and the person replies to the invite, the status will move to whatever the next petition status is (pending approval, active, etc). When an invitation is being processed, if the associated person is anything other than PendingConfirmation processing should be aborted.
