Slow Performance Adding a New Enrollment Attribute

    Description

      As reported by LBL, adding a new enrollment attribute (ie: /registry/co_enrollment_attributes/add/coef:x) takes 1 min 18 sec to load. This is possibly related to the large number of COUs (967) in use.
