Matchgrid Settings

It should be possible for Matchgrid Administrators to edit Matchgrid settings, such as Reference ID Assignment Method, but currently this is only available to Platform Administrators. Consider adding Matchgrid Settings (analogous to Registry's CO Settings), that could also allow for a Matchgrid-wide Potential Match Notification setting (CO-1679).
