establish authenticators during enrollment flow fails for existing CoPerson

dispatch_enrollment_authenticators() will throw an exception during an enrollment flow where the CoPerson already exists, such as during an enrollment flow to add a new role. The issue is that the current code expects a token, but tokens are not issued for authenticated users already in the CO.
