Enrollment Workflow Reconciliation

    Description

      Reconciliation should be configurable, or possibly externalized via a plugin. Aspects to keep in mind are that reconciliation must be able to be invoked for AJAX queries over the REST API (CO-179) and for determining how to configure the enrollment forms (CO-182) to know when to execute the REST query.
