Identifier not recorded as login for OrgIdentity created with EnvSource during linking flow

The OrgIdentity created during an identity linking flow that uses EnvSource does not have the identifier marked as login despite the EnvSource configuration having the "login" box ticked for the configuration of the environment variable corresponding to the identifier.
