Identity linking flow using EnvSource creates additional CoPerson record

An identity linking flow that uses an EnvSource with a pipeline attached to it creates an additional CoPerson record. The new OrgIdentity is linked to the first or original CoPerson record, but a second CoPerson record is always created.

The expectation is that the new OrgIdentity would be linked to the first or original CoPerson record and that the EnvSource and pipeline combination would cause the identifiers on the second or linked OrgIdentity to also be copied to the CoPerson record as happened during the first enrollment with the EnvSource and pipeline that created the first OrgIdentity and CoPerson record.
