Configure "Required" On Rule Rather Than Attribute

"Required" should be configured within the Rule (more specifically, as part of RuleAttribute) rather than on the Attribute. This would allow, for example, a rule based on Preferred Name + DoB, which would then only run if Primary Name is provided.
