Administrator Override of Safety Checks

A sufficiently privileged administrator should be able to override certain safety checks via the UI, including:

1. Manually setting a Reference ID.
   • This could happen if a Reference ID is accidentally deleted, and the admin wants to restore the previous value. (If it's not in use anywhere else, the UI will reject the request.)
   • For sequential based assignment, this may run into issues with the reference ID sequence. Perhaps only allow values lower than the current sequence value that are not already in use, and that also meet prefixing requirements.
2. Editing an SORID is permitted by the UI, but then fails. It's probably better that it fails right now, but an admin should be able to update an SORID.
   • Also permit this over the API? Or maybe it's just an ADD and a DELETE?
