Adding GroupNameFilter does not create row in cm_co_provisioning_target_filters;

    Description

      Instantiating an instance of the GroupNameFilter plugin does NOT result in a row in the cm_co_provisioning_target_filters table being created. As such the plugin cannot work as documented.
