Refactor container entrypoint construction of Apache HTTP Server config

    Description

      We should refactor how the entrypoint script(s) for the various container flavors construct the Apache HTTP Server configuration file so that more details can be injected by or controlled by environment variables, including

      • whether or not to redirect port 80 to port 443
      • the port numbers used
      • many more mod_auth_openidc configuration details
