Refactor co-color.css for simplicity and convert the css files to fully use it

co-color.css should use the following naming convention for color definitions:

cmg-color-hue-number /* comment describing use */

For example, cmg-color-blue-001.

This convention should keep the naming simple and avoid duplication. The comments will help developers understand what colors are being used for which DOM elements (or layout regions).
