Container images not configured for LDAP TLS

The base container image, after transitioning to Debian 11.0 from the 10.x series, no longer has an acceptable /etc/ldap/ldap.conf configuration file for use by the LDAP libraries to configure TLS, and in particular the TLS_CACERT configuration.

The solution is to change the image so that the environment variable

ENV LDAPTLS_CACERT /etc/ssl/certs/ca-certificates.crt

is set.
