Self Signup T&C Should Happen Earlier

T&C should be presented immediately after Petitioner Attributes for self signup flows. The challenge is that there is no technical concept of "self signup" flow, so as an approximation use Petitioner Enrollment Authorization (when None or Authenticated User).
