Filtering doesn't work while trying to link accounts

Version: 3.2.2
When looking at an Organizational Identity and clicking 'Link to _ CO Person', you are given a view of COpersons similar to 'My Population'.
You are presented with filter options, but when filter is used, you leave "Link" and end up in "My Population". This prevents you from being able to filter for persons to link.

Alternatively, when you go to a COperson record, and click 'Link', you are taken to a list of Organizational Identities, but there is no option of filtering at all.
