Approval notification does not populate NEW_COU into template

sendApprovalNotification() method of CoPetition does not substitute (@NEW_COU) in a template with the name of the new COU for an enrollee.

The problem is that the code is referencing the first CoPersonRole and its linked Cou returned by the petition query using contain, and the first one can be an existing Cou for the CoPerson.

The code needs to reference the co_person_role_id that is part of the CoPetition object in order to find the correct CoPersonRole and hence the right Cou.
